Dialog − Oilmen and Indigenous Peoples

YUZHNO-SAKHALINSK, Russia —  A meeting of the Advisory Council for interaction of Exxon Neftegas Limited, the Regional Board of Authorized Representatives of Indigenous Minority Peoples of Sakhalin North (IMPN) and the Sakhalin Oblast Government was held in Yuzhno-Sakhalin on March 16.


Dialog − Oilmen and Indigenous Peoples

Representatives of the indigenous minority peoples of Sakhalin North, Exxon Neftegas Limited and Sakhalin Oblast Government discussed an interface framework aimed at the preservation of unique traditions and culture.

Following welcome speeches by ENL’s President, the Chairman of the IMPN Regional Board, and the Head of the Sakhalin Oblast IMPN Department, the group discussed the Advisory Council’s plans, 2016 charity projects, and funding requests for 2017 social projects.

In  2016  ENL  allocated  about  9.5M  Rubles  for  implementation  of  15  social  projects  focused  on  preservation  and development of the unique culture of Sakhalin IMPN, including:

  • Preservation of national languages (A Nice Book for Nivkh Children, Revival of Nivkh Language)
  • Preservation and promotion of unique culture and artistic crafts
  • Support of reindeer herding as an IMPN traditional business that included 30 reindeer delivered to Sakhalin from Yakutia for the first time ever

The fruitful cooperation is anticipated to continue in 2017 and funds will be provided for projects such as the Kurei reindeer traditional holiday, Feeding the Water Spirit – Master of the Sea ritual annually held in the town of Poronaysk, and release of a Nivkh language textbook in partnership with Sakhalin Oblast Ministry of Education and Nogliki District Administration.
