Small business support

The Sakhalin-1 Project’s Local Economy Development Program focuses on long-term sustainability for local business development and new job opportunities for local entrepreneurs.


In 2020, Exxon Neftegas Limited signed an agreement with the Small Business Support Fund of Khabarovsk Krai for contributing 3.5 million Rubles to support small businesses through micro-loans. The program will focus on supporting businesses in Ulchi District where Company operates its De-Kastri Oil Export Terminal. 

This is the first agreement signed with the Fund, however Exxon Neftegas Limited has been supporting small business for more than ten years as part of the micro-loan program run by Khabarovsk Krai Government and Ulchi Municipal District Administration. 

Since the program start-up in 2009, the Sakhalin-1 Consortium has provided support to 50 businessmen who have taken advantage of this opportunity and created over 100 jobs. The support was rendered to the entrepreneurs engaged in agricultural production and processing, construction, timber processing, consumer goods manufacturing, and companies offering transportation, household or social services.  In addition, loans could be granted to retail companies of remote settlements or settlements with low incomes. The total amount of lent loans is over 27 million Rubles.
